You are not allowed to use or COPY existing characters including outside of the U.S.. If you are to use a tazmanian devil for your character based on the image popularized by Looney Tunes that they are big eaters you have to come up with your own style that is very distinct. In fact I am not even sure you can use the animal. Be careful.

Similarities to Pacman and Astro boy should also be avoided. This kind of thing can be tricky so I advise you read the article about Apple suing NYC for using an apple logo.
