layout is at designers discretion. Hows this for a challenge? The perfect logo will be intelligent looking to please government eyes, but also a bit edgy to show our cutting edge. We realize this might be a bit much to ask for, so go crazy and do what feels right to you.. excite us. Or bore us (government can be slow and boring)...we understand the ideas here may be all over the place, and thats fine.
